Dental Plans are an on line
enrollment open season and all federal employees that would like to enroll MUST
enroll on THIS Web Site and not the BENEFEDS PORTAL SITE. You Cannot enroll in
the NALC Dental Plan at The Benefeds Portal. ELIGIBILITY in the OPM, FEHB
FEDERAL EMPLOYEE HEALTH BENEFIT PROGRAM IS NOT REQUIRED nor are you required to
participate in the Letter Carriers Federal Employees NALC Health Benefits
Program. Insured members enrolling are NOT Required to pay any annual Associate
Membership dues to participate in the Dental and Vision Plan. Even if the OPM
FEHB Health Benefit Program you select includes Dental Coverage, you Can Still
Participate in the Letter Carriers NALC
Federal Employee Dental Insurance
Plan. The NALC Federal Employee Dental Plans will "COORDINATE BENEFITS WITH ANY
OTHER DENTAL PLAN". The Letter Carriers NALC Federal Employee Dental and
Vision Plan can stand alone and be your only dental coverage, and/or
Coordinate Benefits with another Federal Employee Dental Program, which could be
part of your OPM FEHB Health Benefit Program or a second OPM, FEHB, FEDVIP Dental Program
of any type. Any insured Federal Employee covered under two plans, weather an
insured indemnity or co-payment type of Dental Plan would realize a savings
or reduced Out of Pocket expense after both Dental Insurance Plans coordinated
benefits with one another. Federal Employees insured with co-payment
Dental HMO type Plans would have to use one of the providers that participate
with their Dental HMO co-payment plan, in order to get the benefit of the
reduced fee under that plan before submitting the remaining charges.

PROVIDER LIST OR PARTICIPATING DENTIST NETWORK DIRECTORY TO WORRY ABOUT, OR
HASSEL CHECKING TO VERIFY IF THE DENTIST STILL PARTICIPATES IN THE PLAN.
An Excellent Choice For
Federal Employees Located where No or Very Few Dentist Offices participate or
have Limited Access and can only get Emergency Care Benefits, reduceded Out of
Network or No Benefits at all. Eliminate the hassle of having to check with a
PPO Network and/or contacting providers to verify if their dental office
is still a member participating in the programs network. More important,
eliminate any possibility of being Penalized by the Dental Benefit Program
because you are "Out of Network" and your Dental Plan pays a drastically reduced
benefit, or no benefit, and then getting Balanced Billed for the difference in
the Dental Plans allowable fee plus the decreased reimbursement percentage.
Eliminate this happening to you when a dental facility informs you they Accept
the Dental PPO Plan and find out the dental office will only accept the "Out of
Network" benefit side of the program and not the "In Network" benefit
side. These situations are embarrassing and waste a lot of time, forcing the
insured to cancel the appointment upon arriving then having to reschedule with
another Dentist or accept the reduced "Out of Network" benefit if seen by the
dentist. Accepting insurance and Participating in the Dental Network is becoming
more and more misunderstood by either the dental office or the
insured member. The dental facilities are very aware that PPO Plans have "out of
network" benefits, reduced coverage to the insured but the dentist is
entitled to their normal fee for service. The insurance contract is between the
insured member and the insurance company not the dental office and the insurance
company, which leaves the insured with the responsibility of verifying the
dental offices participation status and paying the difference in any
outstanding dental bill. JOIN the NALC Letter Carriers Federal
Employee Dental Insurance Plan and never have to check the participation status
of the Dentist or have to switch your entire family to a
different Dentist Again. Enroll in a Dental Plan that allows you to establish a
long term patient Dentist relationship with a Quality Dentist of your Choice.
The NALC Letter Carriers Federal
Employee Dental Plan has an optional Vision Program for those who may want
a Vision Benefits. The Vision Plan is not required and is optional. The Federal
Dental Plan is NOT a Discount Dental Program, Pre-Paid Capitation Plan,
PPO Network, POS, Closed Panel or Dental HMO Program. Unique among the OPM, FEHB,
FEDVIP Dental Plans, The NALC Letter Carriers Indemnity Dental Program is the
only "Fee for Service" Freedom of Choice,Traditional Indemnity Dental Plan
available.
THE NALC Letter Carriers Indemnity
Dental Plan Has NO WAITING PERIODS for Benefits and after the $50 deductible
(max. of 3 deductibles per family.) The Dental Plan Pays 100% for
Preventive Class A Services. The Dental Plan Includes an Automatic Increasing
Reimbursement Percentage Benefit on Basic Class B and Major Class C Services.
The NALC Letter Carriers Federal Employee Dental Plans, built in Automatic
Increasing Benefit Provision, wards off Adverse Risk Selection, or enrollees
seeking to join the Dental Plan and get the Maximum Annual Payout then Drop Out
of the Program. These type of potential members only increase claims and raise
rates to the current insured members, not allowing a voluntary Dental Plan to
create a financial reserve in order to provide its members comprehensive
benefits and stabilize future rates. The NALC Federal Employee Dental
Plan Rewards Insured Members with Increasing Benefit Reimbursement
Percentages and also provides insured members with Additional Covered Services,
not offered by the other Plans, for the Continuation of Coverage. Members are
assured access to the Necessary Preventive Care and are able to establish Long
Term patient dentist relationships with a Quality Dentist of their Choice. The
NALC Federal Employees Dental Plans will pay for the initial placement of fixed
bridgework or dentures for natural teeth that are lost or extracted while
covered under the Plan, even if they are adjacent to teeth missing before
coverage or an abutment to an existing bridge starting from the effective
date, and cover the cost of the initial placement of fixed bridgework or
dentures for the lost or missing teeth before the effective date of coverage.
Unlike the other PPO network Dental Plans, the NALC Federal Employees Dental
Plans provides coverage, as of your effective date, for your existing Dental work
or all removable or fixed prostheses (crowns, inlays, onlays, bridges, partilals
and dentures) placed before the effective date of the NALC Dental
Plan Coverage. A benefit we all need, current existing Dental work needs to be
maintained and can fail and need to be replaced, and supportive teeth can develope
problems too.

GOLD, SILVER or BRONZE CHOICE OF THREE DENTAL PLANS
All Three of the NALC Federal
Employee Dental Plans, the Gold Plan, Silver Plan and Bronze Plan, as
of the Effective Date and after a $50 calender year Deductible (Maximum
Charge of Three Deductibles per Family), each covered member is Eligible for
100% Reimbursement for Two Preventive Exams and Two Teeth Cleaning Per Person
Each Calender Year. MEMBERS CAN BE REIMBURSED BACK MOST, THEN PAID, IN ANNUAL
PREMIUMS, PENDING FAMILY SIZE, SIMPLY BY SEEKING ROUTINE PREVENTIVE CARE TWICE
PER PERSON PER CALENDER YEAR. Most Dental Insurance Plans actuarially factor
into the monthly premium the utilization or claims cost of preventative care
twice per year for the insured and their dependants. The NALC Federal Employee
Dental Plans assure its members Access to the required Preventative
Maintenance on a twice per year basis since the insured members can Use Any
Dentist or Specialists and the dental office of your choice is always paid the
normal "fee for service" in exchange for providing the care. The Bronze Plan,
one of the Three Plans to Choose From, is an excellent Plan for budgeting the
now High Cost of the required Preventative Care. The Bronze Plan is designed for
Individuals and Families that don't foresee a need for Major dental services
other then fillings, x-rays or oral surgery (wisdom teeth). The Bronze Dental
Plan Option provides coverage for Preventive (class A) and Basic (class B)
services Only at a Very Affordable Monthly Rate. A Dental Insurance Program
designed for Healthy Individuals and Families, that don't want to afford the
higher premiums for a Dental Plan that includes Major (class C) and (class
D) Orthodontic services. Many of our children today due to dental education,
fluorinated water and dental products don't have the tooth decay children had
twenty years ago and don't need a Dental Plan to include reimbursement of Major
Dental Services. Without the higher premium cost the Bronze Plan will Protect
Members and their Families from Future Tooth Loss and assures members Access
to Routine Dental Care from a Quality Dentist of their choice. Access to Quality
Routine Preventive Care, twice per year per covered insured is a key factor in
any successful dental health program. The NALC Vision Program is OPTIONAL
and the insured is not required to take the optional Vision coverage.
We recommend that you look closely at
the other Dental Plans benefits, limitations, exclusions and time
frequency limits on benefits in the Covered Benefits Sections (see
comparison of dental insurance & questions to ask yourself) when
comparing the NALC Federal Employee Dental Plans to the OPM, FEHB, FEDVIP
Dentalvision Programs, before making your committed one year payroll
deduction to a particular plan. The Letter Carriers Federal
Employee Dental Plans allow its insured members to build and establish Long Term
Patient Dentist relationships with a Dentist, without the worry of having to
change Dentist, and the insured members are able to receive Specialty services
from the Specialists of their choice or the Specialists they are referred to.
When comparing the NALC Dental Plan, with optional Vision Program, keep in mind
that the program, over the long run, is designed to provide quality care and at
the same time maintain premium rate stability. The Dental Plans first year
benefit for Major Class C services deters Adverse Risk Selection yet the Plans
have No Waiting Periods for benefits, and provide 100% benefits for Preventive
Care with Unlimited Access to Any Dentist. In addition, without the
expensive premium rates and with a much lower risk of extreme future
premium rate increases, that can be inherit to voluntary, employee paid, Dental
Insurance Plans that are subject to adverse risk selection by the enrolling
members.
Any Dental Insurance Plan that walks
into Major Claims and incurs Maximum Annual Benefit payouts from the start is
destine for substantial rate increases, slow claim payments and over managed
recommended treatment plan approvals that will only provide benefits to the
insureds for "Alternate Treatment" which in many cases end up being disputed
claims and appealed. A letter writing administration process that can continue
for as long as 12 months in the event a second appeal is pursued. Voluntary,
employee paid, Dental Insurance Plans that suffer severe adverse risk
selection by the enrolling members, due to under market premiums and endowed
benefits, will find it difficult to continue to provide the same coverage
level and pay insureds claims without increasing premium rates, reducing Plan
Benefits, slowing the claims payout times, only approving and paying benefits
for alternate treatment, utilizing the Companies financial reserves or
withdrawing the Plan from market to prevent the Plan from continued
financial loss. Insurance Companies have stock holders and after being in the
Dental Insurance business for almost 30 years, I've seen this happen more then
once.
Many potential insureds put a pencil
to the required annual premium payments and calculate their current dental needs
to determine if the out of pocket cost, including the annual cost of the Plan,
will be more or less then the Fee for Service cost for Exams and Cleaning
without the insurance. Pre Paid capitation Dental Plan premium rates will, in
most cases, be less then the cost for exams and cleanings, when compared to
the fee for service cost or going without any coverage. Why? we don't crash our
car every year or destroy insured property in an effort to recapture the
premiums paid to the Insurance Company. Pre Paid Dental Plans shift the risk to
the Dentist and the Dental Plan is an administrative function not subject to any
true risk or paying of the potential claims. This type of comparison with any
kind of Dental Insurance Program does not take into consideration the potential
need for other Basic or Major services that might be needed now or
unexpectedly in the future for which we insure against.
The Gold
and Silver Dental Insurance Plan Options, as of the Effective Date of the
policy will reimburse 20% for Basic class B and 10% for Major class C Services
in the first twelve months of coverage. Starting in the thirteenth month of the
Plan ;BENEFITS AUTOMATICALLY INCREASE to 40% for Basic Care (class B)
and 25% for Major (class C) Services. After twenty four months, BENEFITS
AUTOMATICALLY INCREASE AGAIN
