We
are starting our forth year with the Fee for Service, Freedom of Choice,
Voluntary Federal Employees Dental Plans with an Optional Vision Program, and are
pleased to announce the Dental Plans Enrollment Rates DID NOT INCREASE and
remain unchanged. The Federal Dental Insurance Benefits also remain
unchanged. Last years Open Season was confusing due to the release of the new
Voluntary OPM, FEHB, BENEFEDS, FEDVIP Dental and Vision Insurance
Programs. Many of the Federal Employees were indecisive, after OPM provided the
opportunity for the Federal Employees to review and compare the OPM, FEHB, BENEFEDS,
FEDVIP Dental Plans and Vision Insurance Benefits. After The OPM, FEHB,
BENEFEDS, FEDVIP Dental and Vision Insurance Plans were made available we
compared the Benefits to the NALC Federal Dental Insurance
and are happy to announce that our Non
OPM, FEHB, BENEFEDS FEDVIP Dental Plans
and Vision Plan Benefits and Rates are VERY COMPETITIVE. The
Federal Employees are responisible for paying the Entire Premium Cost of the
OPM, FEHB, BENEFEDS,FEDVIP Dental and Vision Insurance Plans and we recomend
that you take the time to review & compare the results. (see

Non, OPM, FEHB, BENEFEDS, FEDVIP Smile Dental Insurance when
compared to the OPM, FEHB, BENEFEDS, FEDVIP Dental Insurance,
The NALC Smile Federal Dental Plans offer More Benefits and Coverage such as, First Day Benefits for your
existing, already Placed Dental Work. The Smile Dental Insurance will also
provide future benefits for teeth missing prior to the effective date. The NALC has been
providing voluntary dental and vision insurance programs to its members for many
years and has experience with many different Dental Insurance. The
available NALC Non, OPM, FEHB, FEDVIP, BENEFEDS, Dental Insurance Programs
will continue to be available and continue to offer Superior First Class Dental
Benefits. The NALC Federal Dental Insurance are the ONLY Freedom of
Choice, Fee for Service Federal Dental Plans offered to Federal
Employees. The Smile Federal Dental Plans assure its enrolled members the
Freedom to Select Any Licensed Dentist or Specialist, available in 39
States, without the fear of ever being Out of Network and having your
Dental Plans Benefits Reduced or NO Covereage at all. In addition to Freedom of
Choice, the NALC Federal Employee Dental Plans Long Term Benefits, Plan
Provisions, Time Frequencies, Limitations and Exclusions are much more
favorable then the Benefeds Dental. The NALC Smile Federal Dental Plans include Benefits and Coverge for
Repairing and for Replacement of your Existing Prosthetic Appliances (dentures,
partials, fixed bridgework and crowns) starting on the Policy Date of the Dental
Plan. A Benefit the FEDVIP BENEFEDS Dental Insurance Programs Do Not
offer. The NALC Dental Insurance Plans reward the Participants with Increasing
Benefits and expanded coverage for the Employees Continuation in the Dental
Insurance .
Access to Quality Preventive Dental
Care paid at 100% from A Dentist or Specialist of the insureds Choice, gives
the members of the Smile, Federal Employee Dental Plans the Assurance
each Family Member will be able to make appointments and be seen to receive the
Preventative Care TWICE a year,per person, which is necessary to
maintain Excellent Dental Health, which every members' Family deserves. A key
factor to any Successful Voluntary, Employee Pays All Premium, Dental Benefits
Program. We recommend you review the Dental Insurance Benefits closely and
consider one of the NALC Smile, Federal Employee Dental Plans with or
without the Optional Vision Plan as your Choice for a Federal Dental Plan for years to come. The Smile Dental Plan allows
its insured members to build and establish a Long Term, Patient Dentist
Relationship with a Dentist, without the worry of having to change or transfer
their family to a different Dentist because of the participation in a PPO
Network or List of Dentist. Insured Members are able to receive Specialty Care
Services from the Specialists of their Choice or the Specialists their
Dentist has a working relationship with and comfortably refers patients to.
When comparing the Federal
Employee Dental Plans keep in mind that the Dental Plans were designed
for the long run, meant to provide access to the Highest Quality Dental Care but
still maintain premium Rates and Benefit stability. The Dental Plans First 12
month Benefit for Major Class C Services is to deter whats known as, Adverse
Risk Selection, remembering the Dental Plan still has First Day Coverage and No
Waiting Periods. All Three of the Dental Plans offered provide a
100% Benefit for Preventive Care from the Start Date, after a Combined $50
Calendar Year Deductible with a Maximum charge of 3 Deductibles per Family. The
FEDVIP Benefeds Dental Plans Deductibles are Per Person and do not have a
Family Maximum. Members of the Smile, Federal Dental Insurance can also
USE ANY Quality Dental Office, Dentist or Specialists they desire to receive
dental services. There is No PPO Network or a List of participating Dentist.
Insured Members Never need to check or verify their Dentist Participates
or Still Participates with the Dental Plan. Never be Out of Network, Never
receive Reduced Benefits and Never have to Change Dentist.

Three, Gold, Silver and Bronze Dental Insurance Plans, from the effective date,
provide 100% for Preventive Services (after the $50 deductible, max. 3 per
family). Your Dentist is always paid their Normally Charged Fee For Service and
Not a Discounted, Reduced or Negotiated Allowable Network Fee for Preventive
Care or any other covered Dental Services. In addition, the NALC Federal
Employees Dental Insurance have NO WAITING PERIODS, and reimburse 20% for
Basic (class B) and 10% for Major (class C) in the First Twelve Months, then
Benefits Increase to 40% for Basic and 25% for Major Services, starting on the
Thirteenth Month. Benefits Increase Again to 60% for Basic and 50% for Major
Services on the Twenty Fifth Month and remain Thereafter. The Program was not
developed to fund Major Dental work which might be Needed NOW! None of the
Benefeds FEDVIP Insured PPO Dental Plans offered by FEDVIP, OPM will
provide coverage for Major Dental Services Needed NOW. The Benefeds Dental
Plans Do Not provide Benefits for Teeth Missing Prior to the Effective Date
and Do Not Cover Your Existing Dental procedures Placed before the Effective
Date. None of the PPO Insured Benefeds Dental Plans offered by FEDVIP,
BENEFEDS, OPM will EVER pay for any Teeth Lost Prior to the Effective
Date, Not NOW and Not In The Future, regardless of how long you are Insured
under any of the FEDVIP, BENEFEDS Dental Plans. All the Benefeds
FEDVIP Dental Insurance Plans offered will only Pay for Teeth you might lose
while covered under one of the FEDVIP Benefeds Dental Plans but never any
Teeth lost Prior to the effective date. Additionally, all FEDVIP Benefeds
Dental Plans will Not Provide Coverage for the Replacement or Repair of any Dental Work Placed
or installed Prior to the Benefeds >b policy date.
The NALC Smile, Federal Dental Plan Provides Benefits for the Repair
or Replacement of Your Existing Dental work, prostheses or fixed beidgework,
crowns, inlays, dentures or partial dentures, you may currently have, and
were Placed Before the Effective Date of the Plan, Beginning on the First Day of
Coverage. Benefits under the SMILE - Federal Employee Dental Plan...if an
Insured loses or has a tooth extracted while covered under the NALC Smile Dental Plans, the
Program will provide coverage for the lost tooth and if necessary, Waive the five
year replacement ruling and Pay Benefits for a New fixed bridge, partial or
denture. The Dental Insurance will ALSO PAY Benefits if it involves replacing a
tooth you were Missing or lost Before the Effective Date. In addition, the SMILE
FEDERAL DENTAL PLANS will pay for Teeth Missing Before the Effective Date
without losing a related tooth after 36 Months of continuous coverage under the
Plan. None of the Benefeds Dental Programs will Provide this Coverage.
Federal Employees needing a lot of
Dental work done NOW, the Dental HMO is available and the Dental HMO does not
have an Annual Maximum Benefit. Voluntary, Employee Paid, Dental Insurance
Plans, which are subject to Adverse Risk Selection by the Enrolling Employees,
or Dental Plans taking on Major Claims and incuring Maximum Annual Benefit
Payouts from the start are destine for substantial future rate
increases, slow claim payments and over managed claims.
Including predetermination Benefit reviews only being approved for the
Reduced Alternate Treatment Plan Benefits. Many which end up as disputed claims
and leaving the insured the Balance or difference in the least exspensive method
of treatment regardless of the method actually used. Appealed claims can drag
on six to sometimes twelve months if a second appeal is pursued by an insured
which creates a lot of administration and stress. A simple crown costing $800
dollars compared to an Alternate Treatment Plan Benefit Approval for a
large four surface filling costing $100 to $175 is a major financial
difference in how much the Dental Insurance Plan will reimburse, even if the
level of reimbursement is a higher percent of 80%, 90% or even 100%. Many Dental
Offices have an Office Policy: If the Procedure is Not a Covered Benefit under
the Patients Dental Insurance Plan, then the Patient must pay the Normal Retail
Fee For Service. The Dental Office is Not required to Honor the Discounted PPO
Network Fee because the Procedure is not a Covered Benefit under the Dental
Insurance Plan.
The NALC Smile, Federal Employee Dental Insurance Plan lower percent of
reimbursement for Major services in the First Twelve Months wards
off Adverse Risk Selection and potential enrollees seeking to get the Maximum
Annual Pay-Out then Drop-Out of the Plan. These type of enrollees only increase
claims cost which will Increase Rates for everyone in the Plan. The Increasing
Benefits feature stabilizes future premium rate increases
for current members and allows the Dental Plan to build up financial reserves to
provide more Benefits, such as the Benefit for Teeth Missing Prior to the
Effective Date of the Plan coverage after 36 months. The Benefeds Dental Insurance
Plans Do Not and Never Will provide Any Benefits for Teeth Missing Prior to the
Effective Date of the Benefeds Plans, muchless Dental Work Placed before the Benefeds Policy Date.
The NALC Smile, Federal Dental Plans are Non OPM, FEHB, BENEFED, FEDVIP Dental
Insurance and can answer YES to any Qualifying Life Event including
cancellation of the Dental Insurance Plan outside of Open Season.
Insured Members are welcome to keep the Dental Plan Coverage if they change
jobs, retire or terminate employment. This Dental Plan Enrollment Portal and
Website is updated frequently to include any information to help you compare and
understand, as well as assist you in making a choice of the Dental Insurance
Plan that will best serve your Individual and Families Dental Health needs this
Open Season. The Website will post additional useful information during the Open
